Moscow Declares War on Winter

 

Russia: The Mayor of Moscow, Yuri Luzhkov, has announced plans to use the air force to seed clouds over winter at a cost of 180 million rubles, in theory reducing the amount of snow that falls on the capital by 20%, thereby saving 300 million rubles.

While Luzhkov claims that this will be good for crops outside the city but others aren't so convinced with provincial officials questioning the environmental effects and asking where they will get the funds to shift the extra snow.

"He is an old man and does not understand you cannot change a millennia-old climate. his plan will kill Moscow's trees. They need snow to survive the winter. Luzhkov is simply dangerous to the people of Moscow," said opposition leader Boris Nemtsov.

 the chinese have been seeding clouds to induce rain, yes. But, they have been forced into this position due to the vast areas that have been deforested (again, man messing with nature and screwing things up). With no trees to release moisture, they have faced huge dust storms, drought conditions and incredibly bad air quality. Just because you can manhandle nature into certain things, doesn´t mean you should, or that there won´t be consequences.

"Air quality in Beijing in the summertime is dictated by meteorology and topography," said David Streets, a senior scientist in Argonne´s Decision and Information Sciences Division. "Typically, temperatures are high, humidity is high, wind speeds are low, and the surrounding hills restrict venting of pollution. Thus, regional pollutants and ozone build up over several days until dispersed by wind or removed by rain."

"Our modeling suggests that emission sources far from Beijing exert a significant influence on Beijing´s air quality," Streets said. "Typical industrial, coal-burning cities within several hundred kilometers of Beijing add to the local pollution. In these areas, emission controls on stationary sources and vehicles are not as stringent as in Beijing, and emissions are high. Each province´s contribution varies dramatically from day to day, depending on wind direction and other meteorological factors."

  We´ve seen  
 previous Russian (Soviet) attempts to change the environment or their lack of concern for it (see Aral Sea and Lake Baikal). I´m sure that, in true Russian fashion, this will have unpleasant consequences. And isn´t Russia going broke anyway? How are they going to pay for this?
